ABET / AET – Compliance to the BBBEE Codes of Good Practice

Requirement: My client needed a reliable and accredited BEE training service provider

My client, in the financial services sector, has put in place a BBBEE Strategy to reach a more desired level on their BEE Scorecard and needed a reliable and SETA accredited BEE training service provider. The strategy has been designed in line with their Workplace Skills Plan (WSP) that identified four low-skilled employees for skills development.

After a previous attempt at outsourced BEE training, but where the service provider’s logistics around implementation failed, Triple E Training has been given an opportunity to make Adult Based Education and Training (ABET/AET) work for this client.

Being familiar with ABET my client needed no introduction to BEE training. One of Triple E Training’s unique selling propositions however is that we make sure the employees selected for training understands the purpose of BEE training. Because a previous attempt at outsourced BEE training failed I made sure that the employees were comfortable with the five-year long process that lay ahead through an awareness session. This 45-minute session is used not only to explain the process but also to answer any questions employees might have.

Due to my client’s previous negative experience with outsourced BEE I also put my client at ease by explaining the service level agreement (SLA). At Triple E Training we are involved throughout the five-year programme on a day-to-day basis. Our skilled facilitators report back to the project manager after each training session and on a monthly basis the client receives a progress report. Our project managers also highly value the quality of the BEE training we provide and therefore conduct regular quality assurance visits to the training facility.

The skills development element of the BEE Scorecard is designed to improve the skill sets of black employees and is made up of two types of skills development: learnerships and skills training such as ABET. Spending targets for learnerships are based on the total number of employees whereas the spending targets for skills training is based on the company’s annual leviable payroll.

In order to score points towards skills development on the BEE Scorecard an organisation must comply with the Skills Development and Skills Development Levies Act, be registered with the applicable SETA, have a WSP in place and have implemented programmes targeting the development of priority skills (literacy and numeracy) specifically amongst black people.

Triple E Training’s products range from General Education and Training (GET) that is made up of NQF 1 ABET Level 1 Basic (Grade 3) to ABET Level 4 (Grade 9) and Further Education and Training (FET) that is made up of NQF 2 (Grade 10) to NQF 4 (Grade 12). Upon completion of this project my client would have significantly improved its BEE Scorecard rating thus resulting in improved compliance to the country’s BBBEE Codes of Good Practice.
