BBBEE dictates you should be.
The literal sense of Empower is “to give somebody power or authority” and then also “to give somebody a sense of confidence or self-esteem”. People are motivated and inspired when they feel empowered. And when they feel motivated and inspired, they are happy to help others achieve whatever they want. The new BBBEE scorecard dictates you should be an empowering supplier in another sense as well.
An Empowering Supplier within the context of BBBEE is a BBBEE compliant entity, which is a good citizen South African entity, complying with all regulatory requirements of the country. If it is a large enterprise, it should meet at least three of the criteria below. If it is a QSE (Qualifying Small Enterprise) it should meet one of the following criteria:
a. At least 25% of cost of sales excluding labour cost and depreciation must be procured from local procedures or local supplier in SA, for service industry labour cost are included but capped to 15%.
b. Job creation – 50% of jobs created are for Black people provided that the number ob Black employees since the immediate prior verified B-BBEE Measurements is maintained.
c. At least 25% transformation of raw material/ beneficiation which include local manufacturing, production and/or assembly, and /or packaging.
d. Skills transfer – at least spend 12 days per annum of productivity deployed in assisting Black EMEs and QSEs beneficiaries to increase their operation or financial capacity.
Without this status, a company’s BEE certificate becomes almost worthless because it cannot be included in any of its client’s preferential procurement calculations. In fact without this aspect of BBBEE/BEE, the company will not be contracted – completely disadvantageous to a company’s profitability and sustainability.
This new BBBEE/BEE scorecard requirement will be felt in the new Enterprise and Supplier Development (ESD) element as spend with various empowering suppliers will account for 57% of the points awarded in this element, and 21% of the total scorecard.
