Challenge: How to score extra points towards the BBBEE Skills Development

My client, that is a manufacturer in the engineering industry, approached me with a request to conduct training to a group of four employees at its site in Cape Town. The purpose of the planned training is to score extra points towards the Broad Based Black Economic Empowerment (BBBEE/BEE) Skills Development element through Category C training.

Solution: National Certificate (GET): Manufacturing, Engineering and Related Activities

At Triple E Training we have a wide range of NQF 1 Learnership qualifications that cover a full range of fundamentals and over 300 unit standards, all of which contribute to BBBEE training under the Skills Development element.

For my client I proposed the outsourced BEE training NQF 1 qualification most often used for learnership in the manufacturing industry – the National Certificate (GET): Manufacturing, Engineering and Related Activities. It is registered qualification with the South African Qualifications Authority (SAQA) and Triple E Training is an accredited provider of this qualification.

With the total duration of this programme for staff training at 147 hours it is expected for the learners to have completed their qualification by October 2016.

For learners who have formal school qualifications but no work experience, this qualification specifies the necessary knowledge, skills and values required to participate learning processes within a formal work environment.

Expert opinion: Learnerships provide structured staff training

The Skills Development scorecard drives an attempt to open up NQF 1 training for young artisans, especially in the manufacturing industry. This is done by incentivising work-based experiential learning for black employees, usually within Category B or C training.

What is Category Ct? It is a recognised or registered structure experiential learning within the workplace that is required after the achievement of a qualification. It is training that is formally assessed by a statutory occupational or professional body.

The way in which Category C training is delivered as structured learning with mentoring and/or coaching. Typically Category C training will still take place on site of which the outcome is occupational or professional knowledge and experience formally recognised through registration or licensing.

Through this learnership programme my client did not only reach its BBBEE Skills Development scorecard objective but also provided the youth within its organisation with a recognised qualification.

With Triple E Training as its partner my client managed to successfully develop low-skilled employees, providing them with a qualification, whilst achieving its BEE Skills Development scorecard objectives.

Summary:

For as little as R150k my client, that operates in the manufacturing/engineering sector and based in Cape Town, offered SETA accredited staff training to four young artisans giving them an opportunity to obtain a registered qualification. This learnership programme was part of my client’s BEE Skills Development scorecard objectives.
