Challenge: Internal training spend cannot be claimed back in full
My client is not only one of the largest electrical wholesalers in Southern Africa but also a registered training provider with their own accredited national training facility in Doornfontein, Johannesburg. Although it will be easy and convenient for them to conduct their own skills development training, any internal training spend is limited to a maximum claim of 15% of the total spend. Conducting skills development training through an accredited outsourced service provider will result in them being able to claim 100% of the training spend.
Solution: Category B and C training as per the Learning Programme Matrix (LPM)
Following an internal skills audit it was established that my client’s employees are in two distinct groups: one that requires General Education and Training (GET); and another that requires Further Education and Training (FET).
To address their GET needs I recommended Category B training. Adult Education and Training (AET), also known as ABET, is classified as Category B training. I further recommended Category C training to address their FET needs. Triple E’s Foundation Learning Competence (FLC) programme is classified as Category C training.
Category B training, as defined by the LPM, will see my client’s employees obtain an NQF 1 qualification whereas Category C training will result in NQF 2 to NQF 4 qualifications.
Expert opinion: The skills development element of the BEE scorecard
The new regulations with regards to B-BBEE requires all businesses to comply with all the elements of the BEE scorecard. Of these elements skills development has been promoted to one of three priority elements. It is also one of the easier elements in which to obtain 100% compliance.

Triple E Training – The training provider’s partner in skills development
With Triple E Training as its partner my client, who is also an accredited training provider, will now be able to claim 100% of its Category B and C training spend. Both Category B and C training will also contribute to my client’s Workplace Skills Plan (WSP), Annual Training Report (ATR), the Employer’s Tax Incentive (ETI), SETA grants and BEE scorecard compliance.
With a skills development budget of R1-mil my client, who is not only one of Southern Africa’s leading electronics manufacturers but also a registered training provider, embarked on outsourced Category B and C training following an internal skills audit. The project will take a total of 280 learning hours to complete through Triple E’s AET and FLC programmes.
