Withdrawing employees from projects for training initiatives interrupts manufacturing
Many companies, especially those in the construction industry, often face the challenge of not being in a position to withdraw employees from a project for training purposes. Due to the deadline of pending Broad Based Black Economic Empowerment (BBBEE
) verification combined with the deadline of a major project, my client in Kimberley approached me for guidance on how to overcome their skills development quandary.
Utilise the unemployed community for ABET projects
The lack of a large staff compliment at my client’s construction site resulted in my offering them our Community Sponsored Adult Basic Education and Training (ABET/AET) Project Plan. This training project takes HDIs from the community, upskilling them with basic literacy and numeracy training to not only influence your company’s Skills Development element for BEE verification purposes but also positions your company as giving back to the people.
As a member of the Mining Qualifications Authority (MQA
), the Sector Education and Training Authority (SETA
) responsible for the administration and skills development programmes for the mining and minerals sector in South Africa, my client was reassured that the Community Sponsored ABET
project is compliant with the unit standards set by the MQA.
After a few short discussions with the local community leaders and municipality of Galeshewe in Kimberley a total of 20 community members have been selected to undergo our 120-hour Communication Level 1 literacy training (basic English), providing them with a General Education Training Certificate (GETC
) at ABET level 1, which is equal to Grade 3.
ABET for HDI is a priority for BEE verification
Proof of training spend on historically disadvantaged individuals (HDI), whether employees or members from the community, is regarded as a priority element of the BEE verification process. Failure to comply with the 40% minimum target will result in the overall level of compliance being reduced.
But why is it important to comply with the Skills Development element of BEE Verification? Although there are no direct penalties for being non-BEE compliant procurement managers and buyers will favour businesses that are compliant because it enhances their own BEE scorecard under the Preferential Procurement element.
